3feb759943 everywhere: use utils::chunked_vector for list of mutations
Currently, we use std::vector<*mutation> to keep
a list of mutations for processing.
This can lead to large allocation, e.g. when the vector
size is a function of the number of tables.

Use a chunked vector instead to prevent oversized allocations.

`perf-simple-query --smp 1` results obtained for fixed 400MHz frequency
and PGO disabled:

1ba91e28cb sstables: Make get_filename() return component_name
Similarly to previous patches -- mostly the result is used as log
argument. The remaining users include

- scylla sstable tool that dumps component names to json output
- API endpoint that returns component names to user
- tests

these are all good to explicitly convert component_names to strings.

There are few more places that expect strings instead of component name
objects. For now they also use fmt::to_string() explicitly, partially it
will be fixed later, mostly -- as future follow-ups.

fdc1449392 treewide: rename flat_mutation_reader_v2 to mutation_reader
flat_mutation_reader_v2 was introduced in a pair of commits in 2021:

  e3309322c3 "Clone flat_mutation_reader related classes into v2 variants"
  08b5773c12 "Adapt flat_mutation_reader_v2 to the new version of the API"

as a replacement for flat_mutation_reader, using range_tombstone_change
instead of range_tombstone to represent represent range tombstones. See
those commits for more information.

The transition was incremental; the last use of the original
flat_mutation_reader was removed in 2022 in commit

  026f8cc1e7 "db: Use mutation_partition_v2 in mvcc"

In turn, flat_mutation_reader was introduced in 2017 in commit

  748205ca75 "Introduce flat_mutation_reader"

To transition from a mutation_reader that nested rows within
a partition in a separate stream, to a flat reader that streamed
partitions and rows in the same stream.

Here, we reclaim the original name and rename the awkward
flat_mutation_reader_v2 to mutation_reader.

Note that mutation_fragment_v2 remains since we still use the original
for compatibilty, sometimes.

Some notes about the transition:

 - files were also renamed. In one case (flat_mutation_reader_test.cc), the
   rename target already existed, so we rename to
    mutation_reader_another_test.cc.

 - a namespace 'mutation_reader' with two definitions existed (in
   mutation_reader_fwd.hh). Its contents was folded into the mutation_reader
   class. As a result, a few #includes had to be adjusted.

8f2ba03465 tools/schema_loader: introduce load_schema_from_sstable()
Allows loading the schema from an sstable's serialization header. This
schema is incomplete, but it is enough to parse and display the content
of the sstable.

1647b29cba tools/schema_loader: add db::config parameter to all load methods
So that a single centrally managed db::config instance can be shared by
all code requiring it, instead of creating local instances where needed.
This is required to load schema from encrypted schema-tables, and it
also helps memory consumption a bit (db::config consumes a lot of
memory).

d2ef55b12c test: use NetworkTopologyStrategy in all unit tests
As described in https://github.com/scylladb/scylladb/issues/8638,
we're moving away from `SimpleStrategy`, in the future
it will become deprecated.

We should remove all uses of it and replace them
with `NetworkTopologyStrategy`.

This change replaces `SimpleStrategy` with
`NetworkTopologyStrategy` in all unit tests,
or at least in the ones where it was reasonable to do so.
Some of the tests were written explicitly to test the
`SimpleStrategy` strategy, or changing the keyspace from
`SimpleStrategy` to `NetworkTopologyStrategy`.
These tests were left intact.
It's still a feature that is supported,
even if it's slowly getting deprecated.

The typical way to use `NetworkTopologyStrategy` is
to specify a replication factor for each datacenter.
This could be a bit cumbersome, we would have to fetch
the list of datacenters, set the repfactors, etc.

Luckily there is another way - we can just specify
a replication factor to use for or each existing
datacenter, like this:

CREATE KEYSPACE {} WITH REPLICATION =
{'class' : 'NetworkTopologyStrategy', 'replication_factor' : 1};
```

This makes the change rather straightforward - just replace all
instances of `'SimpleStrategy'', with `'NetworkTopologyStrategy'`.

3c5afb2d5c test: Enable Scylla test command line options for boost tests
We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.

Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

96082631c8 tools/schema_loader: auto-create the keyspace for all statements
Currently the keyspace is only auto-created for create type statements.
However the keyspace is needed even without UDTs being involved: for
example if the table contains a collection type. So auto-create the
keyspace unconditionally before preparing the first statement.

Also add a test-case with a create table statement which requires the
keyspace to be present at prepare time.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

23a56beccc tools: add schema_loader
A utility which can load a schema from a schema.cql file. The file has
to contain all the "dependencies" of the table: keyspace, UDTs, etc.
This will be used by the scylla-sstable-crawler in the next patch.
