As part of the effort to replace `protocol_exception` throws, `validate_utf8` from `cql_transport::request_reader` throw is replaced with returning `utils::result_with_exception_ptr`. This change affects only the three places it is called from in the same file `transport/request.hh`. Refs: #24567
