Benny Halevy e277ec6aef force_keyspace_cleanup: skip keyspaces that do not require or support cleanup 
Local keyspaces do not need cleanup, and
keyspaces configured with tablets, where their
replication strategy is per-table do not support
cleanup.

In both cases, just skip their cleanup via the api.

Fixes #16738
