Benny Halevy d6071945c8 compaction, table: ignore foreign sstables replay_position ...

The sstables replay_position in stats_metadata is
valid only on the originating node and shard.

Therefore, validate the originating host and shard
before using it in compaction or table truncate.

Fixes #10080
