This patch changes the syntax of enabling tablets from
CREATE KEYSPACE ... WITH REPLICATION = { ..., 'initial_tablets': <int> }
to be
CREATE KEYSPACE ... WITH TABLETS = { 'initial': <int> }
and updates all tests accordingly.
