Benny Halevy 8aace28397 cql3: data_dictionary: format keyspace_metadata: print "enabled":true when initial_tablets=0

Keyspace `initial` tablets option is deprecated
and may be removed in the future.
Rather than relying on `initial`:0 to always enabled
tablets, explicitly print "enabled":true when tablets
are enabled and initial_tablets=0, same as keyspace_metadata::describe.
