Kefu Chai f5e1f0ccc7 cdc: add fmt::formatter for cdc::no_generation_data_exception ...

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, `fmt::formatter<cdc::no_generation_data_exception>` is
added for backward compatibility with {fmt} < 10.
