This patch adds facilities to work with Scylla metrics from test.py tests. The new metrics property was added to ManagerClient, its query method sends a request to Scylla metrics endpoint and returns and object to conveniently access the result. ScyllaMetrics is copy-pasted from test_shedding.py. It's difficult to reuse code between 'new' and 'old' styles of tests, we can't just import pylib in 'old' tests because of some problems with python search directories. A past commit of mine that attempted to solve this problem was rejected on review.
