Benny Halevy 0ce6afb5f9 test: table_for_tests: add make_sstable function ...

table_for_tests uses a sstables manager to generate sstables
and gets the new generation from
table.calculate_generation_for_new_table().

The version to use is either the highest supported or
an ad-hoc version passed to make_sstable.
