Avi Kivity 03755b362a Merge 'compaction_manager api: stop ongoing compactions' from Benny Halevy 
This series extends `compaction_manager::stop_ongoing_compaction` so it can be used from the api layer for:
- table::disable_auto_compaction
- compaction_manager::stop_compaction

Fixes #9313
