Amnon Heiman 164ccd0525 API: Adding the stream manager Swagger definition ...

This adds the swagger definition file for the stream manager. The API is
based on the StreamManagerMBean and the StreamMetrics.
The following commands where added:
get_current_streams

get_all_total_incoming_bytes
get_total_outgoing_bytes
