This patch is a follow-up to scylladb/scylladb#16585. Once we have service levels on raft, we can get rid of update loop, which updates the configuration in a configured interval (default is 10s). Instead, this PR introduces methods to `group0_state_machine` which look through table ids in mutations in `write_mutation` and update submodules based on that ids.
