This patch adds a fixture "scylla_only" which can be used to mark tests for Scylla-specific features. These tests are skipped when running against other CQL servers - like Apache Cassandra. We recognize Scylla by looking at whether any system table exists with the name "scylla" in its name - Scylla has several of those, and Cassandra has none.
