Implements a function which is responsible for changing hints manager configuration while it is running. It first starts new endpoint managers for endpoints which weren't allowed by previous filter but are now, and then stops endpoint managers which are rejected by the new filter. The function is blocking and waits until all relevant ep managers are started or stopped.
