Benny Halevy 2591f5f935 test: sstable_directory_test: add test_multiple_data_dirs ...

Add a basic regression test that starts the cql test env
with multiple data directories.

It fails without the previous patch:
table: init_storage: create upload and staging subdirs on all datadirs
