Piotr Sarna 27bf20aa3f cql3: enable ALLOW FILTERING ...

Enables 'ALLOW FILTERING' queries by transfering control
to result_set_builder::filtering_visitor.
Both regular and primary key columns are allowed,
but some things are left unimplemented:
 - multi-column restrictions
 - CONTAINS queries
