Petr Gusev 86410d71d1 system_keyspace::update_peer_info: make host_id an explicit parameter 
The host_id field should always be set, so it's more
appropriate to pass it as a separate parameter.

The function storage_service::get_peer_info_for_update
is  updated. It shouldn't look for host_id app
state is the passed map, instead the callers should
get the host_id on their own.
