Avi Kivity 6847c12668 Merge "dist: use perftune.py for disks tuning" from Vlad
"
Use perftune.py for tuning disks:
   - Distribute/pin disks' IRQs:
      - For NVMe drives: evenly among all present CPUs.
      - For non-NVMe drives: according to chosen tuning mode.
   - For all disks used by scylla:
      - Tune nomerges
      - Tune I/O scheduler.

It's important to tune NIC and disks together in order to keep IRQ
pinning in the same mode.

Disk are detected and tuned based on the current content of
/etc/scylla/scylla.yaml configuration file.
"

Fixes #3831.

* 'use_perftune_for_disks-v3' of https://github.com/vladzcloudius/scylla:
