Benny Halevy 31026ae27f api: storage_service: upgrade_to_raft_topology: add logging ...

Upgrading raft topology is an important api call
that should be logged.

When failed, it is also important to log the
exception to get better visibility into why
the call failed.

Indentation will be fixed in the next patch.
