Tomasz Grabiec da4bd3d2e6 Merge "Clean cql3 usage of storage_proxy and _service" from Pavel E. 
This set removes _all_ mentionings of storage_service and _all_ calls
for global storage_proxy instances from cql3/ code.

Tests: unit(dev)
