Benny Halevy f74d154fe3 gossiper: use permit_id to serialize state changes while preventing deadlocks ...

Pass permit_id to subscribers when we acquire one
via lock_endpoint.  The subscribers then pass it back to
gossiper for paths that acquire lock_endpoint for
the same endpoint, to detect nested locks when the endpoint
is locked with the same permit_id.
