Avi Kivity 6fc17345e9 Merge "No infinite time-outs for internal distributed queries" from Jesse
"
This series replaces infinite time-outs in internal distributed
(non-local) CQL queries with finite ones.

The implementation of tracing, which also performs internal queries,
already has finite time-outs, so it is unchanged.

Fixes #3603.
