Call discover_staging_sstables in view_update_generator::start() instead of in the constructor, because the constructor is called during initialization before sstables are loaded. The initialization order was changed in5d1f74b86aand caused this regression. It means the view update generator won't discover staging sstables on startup and view updates won't be generated for them. It also causes issues in sstable cleanup. view_update_generator::start() is called in a later stage of the initialization, after sstable loading, so do the discovery of staging sstables there.
