Raphael S. Carvalho d16f9c821d Revert "api: storage_service/tablets/repair: disable incremental repair by default" ...

This reverts commit c8cff94a5a.

Re-enabling incremental repair on master with "Aborting on shard 0 during
scaleout + repair #26041" and "Failure to attach sstables in streaming consumer
leaves sealed sstables on disk #27414" fixed.
