Aleksandra Martyniuk 2436c24db7 locator: service: add transition to rebuild_repair stage for rebuild_v2

Modify write_both_read_old and streaming stages in rebuild_v2 transition
kind: write_both_read_old moves to rebuild_repair stage and streaming stage
streams data only from one replica.

Scylla developer documentation

This folder contains developer-oriented documentation concerning the ScyllaDB codebase. We also have a wiki, which contains additional developer-oriented documentation. There is currently no clear definition of what goes where, so when looking for something be sure to check both.
