This commit implements the following overload prevention heuristics: if the admission queue becomes full, a timer is armed for 50ms. If any of the ongoing requests finishes, the timer is disarmed, but if that doesn't happen, the server goes into shedding mode, which means that it reads new requests from the socket and immediately drops them until one of the ongoing requests finishes. This heuristics is not recommended for OLAP workloads, so it is applied only if the session declared itself as interactive (via service level's workload_type parameter).
