Petr Gusev 4f99302c2b raft_topology: add barrier_and_drain cmd ...

We use utils::phased_barrier. The new phase
is started each time the version is updated.
We track all instances of token_metadata,
when an instance is destroyed the
corresponding phased_barrier::operation is
released.
