We want to move towards rack-list based replication factor for tablets being the default mode, and in the future the only supported mode. This PR is a step towards that. We auto-expand numeric RF to rack list on keyspace creation and ALTER when rf_rack_valid_keyspaces option is enabled. The PR is mostly about adjusting tests. The main logic change is in the last patch, which modifies option post-processing in ks_prop_defs.
