Calle Wilund 9abe7651f7 system_schema: Fix remaining places not handing two system keyspaces ...

Some places remained where code looked directly at
system_keyspace::NAME to determine iff a ks is
considered special/system/protected. Including
schema digest calculation.

Export "is_system_keyspace" and use accordingly.
