Vlad Zolotarov 5613979a85 utils::fb_utilities: add the ability to set a broadcast address 
Add utils::fb_utilities::set_broadcast_address().
Set it to either broadcast_address or listen_address configuration value
if appropriate values are set. If none of the two values above
are set - abort the application.
