Petr Gusev 7a8c5db55b scylla_cluster.py: add start flag to server_add ...

Sometimes when creating a node it's useful
to just install it and not start. For example,
we may want to try to start it later with
expected error.

The ScyllaServer.install method has been made
exception safe, if an exception occurs, it
reverts to the original state. This allows
to not duplicate the try/except logic
in two of its call sites.
