Benny Halevy 7c2bd8dc34 locator: host_id_or_endpoint: keep value as variant ...

Rather than allowing to keep both
host_id and endpoint, keep only one of them
and provide resolve functions that use the
token_metadata to resolve the host_id into
an inet_address or vice verse.
