Implement odd number voter enforcement in the group0 voter calculator to ensure proper Raft consensus behavior. Raft consensus requires a majority of voters to make decisions, and odd numbers of voters is preferred because an even number doesn't add additional reliability but introduces the risk of scenarios where no group can make progress. If an even number of voters is divided into two groups of equal size during a network partition, neither group will have majority and both will be unable to commit new entries. With an odd number of voters, such equal partition scenarios are impossible (unless the network is partitioned into at least three groups). Fixes: scylladb/scylladb#23266

If you can use an existing folder, consider adding your test to it. New folders should be used for new large categories/subsystems, or when the test environment is significantly different from some existing suite, e.g. you plan to start scylladb with different configuration, and you intend to add many tests and would like them to reuse an existing Scylla cluster (clusters can be reused for tests within the same folder).
To add a new folder, create a new directory, and then
copy & edit its suite.ini.
