Takuya ASADA 58e6ad22b2 dist/common/scripts: drop scylla_lib.sh ...

Drop scylla_lib.sh since all bash scripts depends on the library is
already converted to python3, and all scylla_lib.sh features are
implemented on scylla_util.py.
