Takuya ASADA d571123afd dist/common/scripts/scylla_sysconfig_setup: stop using 'bc' command to generate cpuset parameter, use python script instead
We get error from bc command when we run the script on >34 ncpus,
to prevent the issue add a python script to generate cpuset parameter.

Fixes #1824
