Counter write path involves read-modify-write. That read is guaranteed to query only a single partition, does not care about dead cells and expects to receive an unserialized mutation as a result. Standard mutation queries can are able to produce results fit for counter updates, but the logic involved is much more general (i.e. slower), hence the addition of new, counter-specific kind of query.
