Benny Halevy 2e37dcf62a database: drop_table_on_all_shards: remove table directory having no snapshots
If the table to remove has no snapshots then
completely remove its directory on storage
as the left-over directory slows down operations on the keyspace
and makes searching for live tables harder.

Fixes #10896
