Gleb Natapov a3e3995b00 schema: remove reload_schema and schema recalculation support ...

Schema versions are now assigned by group0, not calculated from
schema mutations. Remove migration_manager::reload_schema(),
storage_service::reload_schema(), and the reload parameter from
schema_applier and merge_schema().

The REST endpoint /storage_service/relocal_schema now returns
an error since schema version recalculation is no longer supported.
