Kefu Chai e1a9340cc1 partition_version: add fmt::formatter for partition_entry::printer ...

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we define formatters for `parition_entry::printer`,
and drop its operator<< .
