Amnon Heiman 4a8f67aa01 conf: Remove unsupported 'stream_throughput_outbound_megabits_per_sec' option 
stream_throughput_outbound_megabits_per_sec is not supported and is
found in the unsupported part of scylla.yaml.

This patch removes it from the supported part of the file.

Fixes #2876
