This object, similarly to a global_schema_ptr, allows to dynamically create the trace_state_ptr objects on different shards in a context of the original tracing session. This object would create a secondary tracing session object from the original trace_state_ptr object when a trace_state_ptr object is needed on a "remote" shard, similarly to what we do when we need it on a remote Node.
