Kefu Chai e853d7bb4b build: cmake: add Scylla_DATE_STAMP option ...

to be compatible with `configure.py` which allows us to optionally
specify the --date-stamp option for SCYLLA-VERSION-GEN. this option
is used by our CI workflow.
