When adding a new view for building, first write the status to the system tables and then add the view building step that will start building it. Otherwise, if we start building it before the status is written to the table, it may happen that we complete building the view, write the SUCCESS status, and then overwrite it with the STARTED status. The view_build_status table will remain in incorrect state indicating the view building is not complete. Fixes scylladb/scylladb#20638
