Dawid Mędrek 48a28c24c5 db/commitlog: Include position and alignment information in errors 
When we come across a segment truncation, this information may
be helpful to determine when the error occurred exactly and
hint at what code path might've led to it.

Closes scylladb/scylladb#27207
