Benny Halevy 6588ecd66f distributed_loader: process_sstable_dir: do not verify snapshots ...

Skip over verification of owner and mode of the snapshots
sub-directory as this might race with scylla-manager
trying to delete old snapshots concurrently.

Fixes #12010
