Kamil Braun bed555d1e5 db: system_keyspace: rename 'raft_config' to 'raft_snapshot_config'

Make it clear that the table stores the snapshot configuration, which is
not necessarily the currently operating configuration (the last one
appended to the log).

In the future we plan to have a separate virtual table for showing the
currently operating configuration, perhaps we will call it
`system.raft_config`.

Scylla developer documentation

This folder contains developer-oriented documentation concerning the ScyllaDB codebase. We also have a wiki, which contains additional developer-oriented documentation. There is currently no clear definition of what goes where, so when looking for something be sure to check both.
