Rebalance hints segments that need to be sent among all present shards. Ensure that after rebalancing the difference between the number of segments of any two shards is not greater than 1. Try to minimize the amount of "file rename" operations in order to achieve the needed result. Note: "Resharding" is a particular case of rebalancing.
