Currently we decide whether to delete large data entries
based on the overall sstable data_size, since the entries
themselves are typically much smaller than the whole sstable
(especially cells and rows), this causes overzealous
deletions (#7668) and inefficiency in the rows cache
due to the large number of range tombstones created.

This patch is targetted for branch-4.3 or earlier.
In 4.4, the problem was fixed in #7669, but the fix
is out of scope for backporting.
