Jesse Haber-Kucharsky 13ba128967 auth: Change error messages to pass dtests 
The fixed dtests which only failed due to differences in wording and
grammar for error messages are:

- altering_nonexistent_user_throws_exception_test
- cant_create_existing_user_test
- dropping_nonexistent_user_throws_exception_test
- users_cant_alter_their_superuser_status_test
