Some endpoint handlers return JSON, some return text, some return empty responses. Reduce the number of different handler types by making the text case a subcase of the JSON case. This also simplifies some code on the `ManagerClient` side, which would have to deserialize data from text (because some endpoint handlers would serialize data into text for no particular reason). And it will allow reducing boilerplate in later commits even further.
